Horsley Hills were used as a summer retreat by the British Madras Presidency from the 1870s, when Collector W.D. Horsley built the first bungalow at the summit. The hills were part of the domain of the Vijayanagara Empire and later the Mysore rulers before British administration. The Andhra Pradesh Tourism Development Corporation has developed limited eco-tourism infrastructure while preserving the natural character.
